Notwithstanding anything contained in the convention, any country having friendship if appoints a Nepalese citizen as an honorary consul in any consular district in Nepal, then the 16 facilities, privileges and immunities to be
granted to such honorary Consul shall be in accordance to the decision made by the Government of Nepal, under the article 71 of the Convention.
